COUNCIL MEETING
FOR CITY OF GOOD
HOPE, GEORGIA
I.
Mayor Garrett
called the
meeting to order
and opened the
meeting with
prayer. Mayor
Garrett led us
in the Pledge to
the American
Flag.
II.
Roll Call:
Members Present:
Randy Garrett,
Jerry Clements,
George Prather,
Jimmy Guthrie,
Mike Malcom,
Truman Robison
and Dean Freese.
Members Absent:
None
Guests: None

Motion to accept
minutes of July
5, 2005 minutes
as submitted.

Motion to
approve agenda
with the

National Guard
will not be able

Sheriff’s

have someone
here to direct
traffic from
8:30 until Noon.

Freese reported
electricity will
be run tomorrow
@ no charge from
the Walton EMC.

Mayor Garrett
will be on WMOQ
on Thursday
morning
promoting the
Centennial.

Les Roberts has
a keyboard that
Betty Bowers can
use to accompany
Mrs. Violet
Lowe.

Notify people
displaying on
inside of City
Hall that they
can set up
between 6 and 7
on Friday
evening.
2.
Speed Limit
Reduction update
– Most
surrounding
towns have a
speed limit of
35 in town.
3.
Recreation
Update – Jody
Johnson to have
mulch put in
playground area,
spray for ants
and trim
bushes. Plans
are for them to
re-concrete the
posts for the
tennis net and
clean up the
volleyball
court.
4.
County to
asphalt driveway
before the
centennial.

Unfinished
Business –
1. Guidelines
for public use
of Municipal
Building (tabled
at July 5, 2005
meeting). Table
until September
6th
meeting.
VIII.
New Business
1.
Installation of
street light
request – Tom
Stevens want a
street light
across the
street from his
house. A motion
was made to see
if it is
feasible by
Councilman
Prather and
seconded by
Councilman
Clements –
Motion
rescinded. A
uniform policy
for street light
location and
spacing needs to
be in place.
Councilman
Prather made a
motion to table
issue until we
have time to
study.
Councilman
Clements
seconded the
motion. Motion
approved.
Councilman
Guthrie will be
the chairman of
the committee to
do this study.
Attorney Malcom
has some
examples and
will furnish
them to
Councilman
Guthrie.
2.
Appointment of
2006 City Budget
Committee –
Councilman
Guthrie to head
that Committee
and name his
assistants.
3.
A
motion was made
by Councilman
Freese to change
The September
meeting date
from September
5th to the 6th.
Councilman
Prather seconded
the motion.
IX.
Council
Discussion
Items:
1.
Land Development
Ordinance review
– postponed from
July – Mayor
Garrett is going
to have the RDC
update the book
with changes.
We have
approved, but
need to have the
book updated. 1st
and 2nd
reading of
codification in
September.
2.
Implementation
of contract for
building
inspections with
county beginning
on September 1,
2005. Becky
will have to
work closely
with John Poss.
ASAP she needs
to see if he has
any Building
Permits that
have not been
turned in.
Becky to create
a receipt with
name and address
of property
owner and lot
numbers.
Ordinance of the
City of Good
Hope with
Signature Page.
3.
Park Lease – If
we let the
County lease the
City Park, they
would maintain
weed-eating,
mowing. Sign
would be
installed “Good
Hope City Park –
Walton County.
They will
resurface the
tennis court.
We need to give
Councilman
Freese our Wish
List for the
park. This will
be discussed in
a couple of
months. One
point was
brought up. We
don’t have funds
to keep up. We
need to add “If
anyone gets
hurt, we aren’t
responsible”.

Robison and
seconded by
Councilman
Freese to
adjourn.
