MINUTES OF
SEPTEMBER 6,
2005 COUNCIL
MEETING
FOR CITY OF GOOD
HOPE, GEORGIA
I. Mayor Garrett
called the
meeting to order
and Councilman
Prather opened
the meeting with
prayer. Mayor
Garrett led us
in the Pledge to
the American
Flag.
II. Roll Call:
Members Present:
Randy Garrett,
Jerry Clements,
George Prather,
Jimmy Guthrie,
Mike Malcom, and
Dean Freese.
Members Absent:
Truman Robison
Guests: Sean
Caskie
III. Motion to
accept minutes
of August 1,
2005 and August
15, 2005
meetings as
submitted made
by Councilman
Prather and
seconded by
Councilman
Freese.
IV. Motion to
approve agenda
with the
following
additions:
1. Under New
Business add 2.
Communications
tower request
V. Public Forum:
Wade Edmondson
made a request
to Mayor Garrett
that the City
let the Cub
Scout den that
meets in Good
Hope use the
City Hall for
meetings on
Tuesdays, from 7
until 8 PM. Wade
did not show up,
but later during
the meeting Lisa
Hall came to
make this
request.
VI. Committee
Reports and
Updates:
1. Centennial
Wrap-Up –
A. We still have
shirts to sell.
2. Walton County
Municipal
Association
Dinner to be
held at
Robison’s BBQ at
7 o’clock on
9/15, 2005.
Slade McCullough
of the Walton
County Sheriff’s
Department will
be the speaker.
3. Park Wish
List – Please
let Councilman
Freese know any
requests that
you have
concerning the
Wish List for
the Good Hope
City Park. Some
suggestions
were: Walking
Trail, Tennis
Court Repaired,
Basket ball
Court (to
replace
Volleyball
court)
Councilman
Freese to try to
get Jody to come
to the October
meeting.
VII. Unfinished
Business –
1. Guidelines
for public use
of Municipal
Building (tabled
at July 5th &
September 6th
meetings). Becky
to send copies
of the contract
as changed to
Mayor Garrett
and Attorney
Malcom. They
will modify the
contract for the
scouts to use
the building.
Councilman
Freese presented
his Inspection
Report and will
update to add
walls and
exterior
lighting.,
VIII. New
Business
1. The 3rd
reading and vote
on the
Codification of
the previously
approved Good
Hope Land
Development
Ordinance.
Motion to
approve was made
by Councilman
Freese and was
seconded by
Councilman
Guthrie. Motion
approved.
2. Mr. Sean
Caskie of the
Southeast Towers
LLC came to the
meeting to
request that we
allow his
company to put a
250 foot
Communications
tower on a
parcel of
property near
the Good Hope
City Limits
belonging to Mr.
James S. Bacon.
He brought the
application for
Conditional Use
Permit And/Or
Variance for
Standards for
Telecommunication
Antennas and
Towers. The
Maximum height
allowed in our
current
ordinance is 150
feet. This
request was for
a 250 foot
tower. He was
instructed that
he needed to
meet with the
Planning and
Zoning Committee
to make this
request and they
would in turn
make the
presentation to
the City
Council.
IX. Council
Discussion
Items:
1. City of Good
Hope Web Site –
John Poss has
constructed a
Web Site for the
City of Good
Hope as a gift
to the city in
honor or the
Centennial
Celebration. The
Web Site is
www.GoodHopeGa.com.
John has
included
pictures of the
churches and
some pictures
from the
Centennial
Celebration.
Everyone wishes
to thank Mr.
Poss for the
very
professional Web
Site.
2. Street
Lighting Project
– Councilman
Guthrie has done
some work
including
contacting the
Regional
Development
Center and
checked on some
web sites
concerning
street lighting.
He has found
that the county
pays for some of
the street
lights in Good
Hope. They pay
for the ones at
street
intersections. A
work session is
planned for
September 19th,
2005 at 6:30
P.M. to discuss
further.
3. Annual Budget
Work Session –
Becky to get all
information from
last year to
bring to budget
meeting on
September 19,
2005 at 6:30
P.M. Mayor
Garrett
suggested that
we invite Mr.
David Mullis,
chairman of the
Planning and
Zoning
Committee, to
join the work
session. The
budget for next
year must be
presented in
November
meeting.
X. Motion was
made by
Councilman
Prather and
seconded by
Councilman
Freese to
adjourn.
